Congreso is a historic district, part of the heart of the Oldest Buenos Aires area. Technically not a neighborhood in itself, it includes parts of San Nicolás and Balvanera. Here the tourist may enjoy historic cafés and antique architecture.
It surrounds the Congreso building (House of Representatives and the Senate) at the western terminus of the Avenida de Mayo. In addition to Congreso, the neighborhood groups other grand and imposing buildings, some almost imperial in scale and design. The spacious park Plaza de los Dos Congresos, beautiful Spanish architecture down Avenida de Mayo, and French architecture down Callao Avenue.
As with down town Buenos Aires, if you come on business, tourism, or to attend conventions, in this area you may find both modern and tastefully refurbished flats for short rentals, wise alternative to traditional hotels.
